I think all motorhomes are 13.3%. In the good old days anything over 3.5 ton was classed as commercial and vrt was a flat rate.

The old system, any vehicle over 3,000kgs unladen was flat rate, €50 iirc.

Nissan were welding weights onto pickup chassis at one stage to get them over 3,000kgs unladen but under 3,500kgs to hit the sweet spot of flat rate VRT but driven on B license. The loophole was shut down after that.
