That's a perennial problem. The handbrake on a Ducato is not a handbrake, it's a parking brake only to be applied after the vehicle has stopped to prevent it rolling away.
Applying it while the wheels are in motion will cause it to snatch, it therefore jumps out of the test rollers before a valid reading is registered.
The only way to get anything close to a valid reading is for the tester to very slowly apply the brake to prevent it snatching.

Shouldn’t be hard to get replacement glass bearing in mind you the the original for a template

They failed it again on a ball joint that never had a problem first time around, so I'd say it was on purpose. No big deal.
