I've passed NCT twice on current van with fog light on left not right and with retrofitted seats from a Chrysler...now test centre has decided they now need a fog on right and an engineer's report for seats as a modification? Is there any room for negotiation?

The engineers report will be necessary for the seats. The report should state that the seats were fitted correctly and the seat belt operate to safe standard.
The fog light sounds like a red herring to me because a truck has fog lights on both sides. However get the engineer to comment positively about the current position of the fog light.
On a side note, an auto engineers report should contain the details of the vehicle, along with the modifications completed. Then the report must list the engineers own education courses, their affiliation to an engineers society or guild and finally details of their indemnity insurance policy.

Have a look at the light cluster on the R/H side there could be space left for a bulb as was the case on my car in UK there's only requirement for one but 2 is legal which I now have
